I have the honour to enclose a copy of an
application from Mr. F. C. Jenkin, barrister at law, to be appointed one of His Majesty's Counsel for the Colony of Hongkong, and a copy of a letter from the Chief Justice forwarding the above application to me.
The number of King's Counsel among the practising
bar here at present is three, i.e., Sir Henry Pollock and Messrs. Alabaster and Potter, but Sir Henry Pollock has practically ceased to practise. The junior bar consists of about six members. three of whom have been admitted only very recently.
As you are aware, the court work of the bar in this Colony is, speaking generally, restricted to one court, that of the Chief Justice, as nearly all the summary court work is
done by solicitors.
Mr. Jenkin's position and character fully justify his application, and I have the honour to recommend his appointment, unless it be considered that the smallness of the local bar and the number of existing King's Counsel are sufficient reasons why no additional appointments should be made at present.
